ElevenLabs tool: transfer call to human agent (stub)
Server tool webhook called by the ElevenLabs voice agent mid-call when the caller requests a transfer. Currently a stub - real Sinch SIP REFER implementation lands in a follow-up. Authenticated via Bearer token (per-org elevenlabsToolSecret).
